Solution

LabVIEW 2021 SP1 is the latest version of LabVIEW to support the Phar Lap operating system.

Additional Information

NI officially discontinued support for the Phar Lap ETS operating system starting with the LabVIEW 2022 release cycle. Any version of LabVIEW or NI drivers released after May 1, 2022 (e.g., LabVIEW 2022 Q3 and newer) will not install or execute correctly on Phar Lap targets.
