Unknown Error has Occurred Using Volume License Manager (VLM) 2025 Q4

Issue Details

I am attempting to use VLM 2025 Q4; however, on launch I receive the following error: An unknown error has occurred. Contact National Instruments for technical support at ni.com/support. A browser window then opens to sqlite.org, indicating that encryption for System.Data.SQLite is no longer available.

Solution

In this version, the Harpy configuration file has expired. The URL https://urn.to/r/harpy_dbg_cfg.eagle is no longer valid, which causes VLM to fail during startup.

To fix this:

  1. Install VLM 2025 Q4 Patch 1 using NI Package Manager or via the Install Offline option from the NI website.
