Solution
This is a bug and has been documented in Bug 3717714. NI does not guarantee that each release will have all bugs fixed.
A potential workaround for this is illustrated below:
Step 1: Go to Control Panel, select Clock and Region. Select Region.

Step 2: A pop out box will appear. Select the Administrative tab and select Change System locale option. This is illustrated below.

Step 3: Change the current system locale to English

Step 4: After the change is done, select OK. Restart your computer to make sure the changes are applied.
Step 5: After the restart is done, launch TestStand, select Configure. In the Configure Tab, select Station Options. Under Station Options, select the Localization tab. The Code Page at Engine Launch will be reflected as Single byte.
