Solution
This issue occurs when the SystemLink Base license is being pulled from a Volume License Server like Volume License Manager (VLM) or FLEXnet.
SystemLink Base requires a local license to work properly. Work through the sections below to resolve this issue.
1. Ensure That the Server is Not Using a Network License
- On the server machine, launch NI License Manager.
- Select the Network Licenses page.
- If the system is connected to a Volume License Server, the server information will be displayed on the left-hand side. Either disconnect from the server (step 4) or disable the SystemLink Base license (step 5).

- To disconnect from the Volume License Server, follow the steps in Configure NI License Manager to Point to a VLM Server to remove the server name.
- To disable the SystemLink Base license from being requested, highlight the license and click Disable.

2. Activate SystemLink Base Locally
- On the server machine, launch NI License Manager.
- Select the Local Licenses page.
- Click on the SystemLink Base product and click Activate Software from the top toolbar.
- In the pop-up window, select either Enter a Serial Number or Enter Activation Code depending on whether you wish to use an online or offline license respectively.
- Once activated, restart the server machine.
- Upon reboot, launch the SystemLink web UI and confirm that the Licenses page correctly displays the Users and Systems license count.
