Solution
Open a DOS shell with administrative privileges, then run the SystemLink Server SmConsole app, found here:
"C:\Program Files\National Instruments\Shared\Skyline\NationalInstruments.SmConsole.exe"

Next enter the command ps to list the SystemLink Server services and their states:

Let's say you need to restart the SystemsManagement service. First enter stop SystemsManagement:

Now the SystemsManagement service is stopped, but all others (not dependent on it) are still running. You can verify this by another ps command in DOS or by consulting the NI SystemLink Server Configuration dialog:


When you are ready to restart the service you just stopped, you can enter start SystemsManagement:

Afterwards you can see the service restarted, either in the DOS console or in the NI SystemLink Server Configuration dialog. For the DOS console, you do need to enter the purge command first to remove the "Stopped" line from the ps display list.
