Solution
NI 9684 is RIO Mezzanine Card that is programmed using FPGA so it is expected it will not show in NI MAX.
Please follow below step to add it in LabVIEW project and it should be shown there.
- Add RIO Mezzanine Card in the project under 9608 FPGA Target by right-click on FPGA Target and select New>>Mezzanine card
- Select NI 9684 from the list of card
- 9684 IO will be listed under the FPGA target.
