Solution
This is a known issue affecting the 32-bit Japanese versions of LabVIEW 2024 Q1, 2024 Q3, 2025 Q1, and 2025 Q3.
The problem occurs when LabVIEW attempts to load the Terminal Block Properties dialog and validate CLIP XML files, resulting in error -4069 and preventing CLIP file selection. This issue does not affect English versions of LabVIEW.
The recommended solution is to upgrade to LabVIEW 2026 Q1 or later, where the issue has been resolved.
If upgrading is not feasible, a workaround is to replace the niFPGA_ValidateClipXML_InitializeValidationSession.vi file located at C:\Program Files (x86)\National Instruments\<LabVIEW Version>\vi.lib\rvi\Clip\Clip_XML with the attached VI, then restart LabVIEW before retrying the operation.
