Solution
Before LabVIEW 2013, TPC targets needed the LabVIEW Touch Panel Module, which had to be installed separately. The last version of this module is 2013, compatible with LabVIEW 2013.
From LabVIEW 2014 onwards, the Touch Panel Module is included in the LabVIEW installer. However, starting with LabVIEW 2021, TPC targets are no longer supported, with LabVIEW 2020 being the last version compatible with TPC targets.
