Solution

With Microsoft's announcement to end support of Microsoft Silverlight and Internet Explorer, NI released a new Web Based Configuration and Monitoring Tool for NI Real Time targets (e.g. cRIO, PXIe controllers), that does not use Microsoft Silverlight. The web interface is included with the  NI Linux RT System Image from version 21.0 onwards.

To use the new Web Configuration Tool, you will need to download and install the NI Linux RT System Image, version 21.0, or newer and have the NI Web-Based Configuration and Monitoring software installed on the target. Refer to the readme to check that your software and hardware are compatible with the version of system image you wish to use.

In addition, you need to have NI Measurement & Automation Exploration (MAX) 20.5 or latest version according to NI Software and Microsoft Silverlight Support.
