I Can't Install LabWindows™/CVI™ 2017 with .NET Framework 4.6.2 on Offline PC

This issue was reported with Microsoft .NET Framework 4.6.2.

Issue Details

While installing LabWindows™/CVI™ 2017 on my isolated computer (no internet connexion), the installation did not succeed because .NET Framework 4.6.2 has not been installed.

I have this error:

Installation Did Not Succeed
.NET Framework 4.6.2 has not been installed because:
A certificate chain could not be built to a trusted root authority. 



LabWindows™/CVI™ 2017 needs to install .NET Framework 4.6.2 in order to fully complete its installation. However, this requires an internet connection, that if missing will fail the installation.
It is possible to install the Microsoft Root Certificate manually by following these steps: 
  1. Download the security certificate from Microsoft.
  2. Press Win+R and type certmgr.msc to launch the certmgr window.
  3. Choose “Trusted Root Certification Authorities” in the left hand pane and click Action >> All Tasks >> Import… from the menu. A Certificate Import Wizard will launch.
  4. Follow the wizard to install the certificate, Make sure that the Certificate Store is “Trusted Root Certification Authorities”. You can confirm this by clicking on Certificates under “Trusted Root Certification Authorities” and ensuring that there is a certificate listed on the right hand pane that is issued To “Microsoft Root Certificate Authority 2011”.
  5. Run LabWindows™/CVI™  2017 installer again.
