NI VLM Shows Unexpected Check-out Time for Licenses

Issue Details

When I go to the Licenses tab in NI VLM, and look at the checkout time of the licenses, some license checkouts have unexpected timestamps.

Solution

This is a known issue in NI VLM 23Q1, and does not affect former versions.

The data are stored in the database with UTC timestamps. This is also true for former versions of NI VLM.
The checkout time in the user interface is a converted value, to match your time-zone.
This conversion from UTC to your time-zone was not implemented in the VLM 23Q1, after migrating to the new database.
