Solution
The Astronics Ballard Avionics Driver readme file confirmed that this driver is only supported the PXI and PXIe platform. You cannot use that driver for USB 429 to communicate with cRIO even though it is the interfaces for ARINC 429.
Additionally, the USB 2.0 Type-A port on the cRIO controller only supports common USB devices such as mass-storage, devices, keyboards, mice, and USB cameras. Since the USB 429 is not supported hence you also cannot detect it when you connect it directly to the cRIO controller.
