Error Code 10: "This Device Cannot Start" After Updating VXI System to Windows 10 1909

Issue Details

After updating my VXI system to Windows 10 1909 or above I see that the device is has error code 10 on Windows Device Manager.

The system was working correctly before the update.

How can I get my system working again?

This issue is due to changes introduced in the Windows 10 1909 update regarding devices' discovery.
