TI Power Electronics Application Board Utility Stuck Connecting to ELVIS III

When I run the Power Electronics Application Board Application Utility.exe, I receive the following message and the application keeps idling unable to connect to ELVIS III.  
Connecting to ...
RTexe Correct
Restart Device and check connection
if screen does not progress.

Solution

To solve this problem, run the application as Administrator.
