Package is not installed or cannot be removed in NI Package Manager

Issue Details

When I try to uninstall the NI Package Manager I get an error with the following message:
 

Package is not installed or cannot be removed. No operation will be performed.

Solution

This error can be resolved by following the below troubleshooting steps:
 

  1. Download and install the latest NI Package Manager version.
