FRC 2019 Simulation Project Fails with Error 7 on Run

Issue Details

After installing the 2019 FIRST Robotics Competition update for LabVIEW, I try to create a simulation project from one of the examples, but when I try to run the project it fails.
It throws error 7, file not found error, from one of the VI's in the project searching for a file called "FRC Simulated.xml". Why does this error occur and how can I fix it?


The file "FRC Simulated.xml" defines the specifications of the simulated robot, such as Motor IDs. This is automatically generated in the example simulated projects.

There are two options to overcome this issue:
  1. Instead of creating an Arcade Drive project, try using a “Learn LabVIEW” project that does include the simulator.
  2. From that "Learn LabVIEW" project, you can try copying and pasting the “FRC SimulatedRSC” folder, “FRC Simulated ID List.txt” and “FRC Simulated.xml” files to the Arcade Drive project.
