I want to buy a Full Height or Low Profile Bracket for a NI PCIe-GPIB Card, can I buy the brackets separatly from the NI PCIe-GPIB card?

No, the only way to buy a bracket (Full Height or Low Profile) for a NI PCIe-GPIB Card is to buy the whole card specifying the type you desire. NI does not sell the brackets separately.
