Solution

What is the LabVIEW Application Builder?

LabVIEW Application Builder is an add-on for LabVIEW that enables one to create a standalone .exe or installer from a VI.  It is included with LabVIEW Professional Development System, or can be bought by itself.  More information on the Application Builder can be found in this article about the LabVIEW Application Builder

Activating LabVIEW Application Builder

LabVIEW Application Builder may be included when you install LabVIEW.  If not fully activated, it will be activated with a trial license.  While on a trial license, you will be informed of the time remaining when you start LabVIEW.

To activate LabVIEW Application Builder, use a valid serial number for the LabVIEW Application Builder, or for LabVIEW Professional Development System.  You may activate software through the NI License Manager.  You may also use the NI License Manager to deactivate trial licenses if you so desire.  Steps on how to do this can be found in Activating National Instruments Software Products .

Getting rid of the Activation Popup

To get rid of the activation message, click cancel on the message or follow the steps listed in Avoid LabVIEW Licensing Wizard Dialog and then you will be able to use LabVIEW normally.
