Unexpected Error 3930001 from nisyscfg When Reimaging roboRIO for FRC

Issue Details

When I try to reimage my roboRIO, I see the following error:  

Unable to download image to target. Unable to complete operation because of unexpected error:nisyscfg.lvlib:Initialize (Helper).vi:3930001.  

How can I reimage my roboRIO?

Solution

First, make sure you are trying to image the roboRIO from SafeMode. If you are not, put your roboRIO in SafeMode, hold down the reset button until the the STATUS light goes solid and then release the reset button. The roboRIO will now restart in SafeMode which is indicated by the STATUS light flashing three times in a row. Once in this mode try the reimage again. If the reimage returns an error again, follow the steps below: 
  1. Ensure that System Configuration is installed.
  2. If you have System Configuration installed, use the following steps to ensure that the  necessary NI Services are running:
    1. Open Windows Services, see Open Windows Services on Windows 10/8/7/Vista
    2. In Windows Services, make sure that the following services have been started:
      • NI-RIO Server
      • NI Time Synchronization
      • NI Sync Domain Service
      • NI Service Locator
      • NI Network Discovery
      • NI mDNS Responder Service
      • NI Domain Service 
      • NI Device Loader
      • NI Configuration Manager
    3. To start a service, right-click on the service and click Properties. In Properties, change the Startup Type to Automatic. Then click on the Start button to start the service. By changing the Startup Type to Automatic, the service will now be started every time the computer is turned on and you will not have to manually start the service again. 
  3. After all services have started, reimage your roboRIO
