Solution
In order to troubleshoot this type of issue it is recommended to try the following steps:

Make sure that Visual Studio was installed before Measurement Studio. If this is not the case, please reinstall the Measurement Studio extension.

Try repairing the Measurement Studio installation by following the steps described in this article: Repair Software In NI Package Manager (NIPM).

Check compatibility between the versions of Visual Studio and Measurement Studio. In the following document, you can see if the installed version of the extension is compatible: Measurement Studio and Visual Studio Compatibility.

Check that you have the NationalInstruments.MeasurementStudio.VS2019.vsix in the following directory C:\Program Files (x86)\National Instruments\Measurement Studio\VS2019. If it is there double-click it and start the installation of the extension.

If you have Measurement Studio from a CD of the Multi IDE Bundle and you are using Visual Studio 2019, it is recommended to download Measurement Studio directly from our website or install it from the NI Package Manager to make sure it contains the latest patches.

If the issue is not related to the steps above, try the following:
1. In Visual Studio go to Extensions >> Manage Extensions >> Change your Settings for Extensions >> Environment >> Extensions.
2. Check the option Allow synchronous autoload of extensions (Not recommended. requires restarting Microsoft Visual Studio).
3. Then click OK and close Visual Studio.
4. Reopen Visual Studio.
