NI Package Manager 19.0 Hangs on Splash Screen

Issue Details

NI Package Manager just continually loads and runs the splash screen without ever fully launching when trying to install LabVIEW 2019. I had tried to download LabVIEW from the website using the smaller online installer. How can I successfully install LabVIEW 2019? How do I remove NI Package Manager so it doesn't hang anymore? 


One approach is to uninstall and reinstall NI Package Manager. This is best done after temporarily disconnecting your computer from the network or web, which should stop the hanging behavior when NI Package Manager tries to launch during the uninstall process. Once NI Package Manager is reinstalled, you should be able to install LabVIEW 2019 from the application. 

Another alternative approach is to use physical media for LabVIEW or the offline installer version of the LabVIEW 2019 installation. This can be found on the LabVIEW Download page by selecting the Individual Offline Installers link beneath the typical, online Download option.
