What can I do to resolve this?

This message indicates that the NI Configuration Manager service is stopped. This is possibly due to the computer not being rebooted after the installation of NI software. Please restart the computer and try again.

You can also restart the NI Configuration Manager manually through the following steps:
  1. Go to the Control Panel and select Administrative Tools >> Services.
  2. Right-click the NI Configuration Manager entry and select Restart.
If the service starts successfully, but it is automatically stopped shortly after, Windows Firewall could be the cause.
Disable the firewall to see if the service will run continuously. then see the White Paper: Configuring Software and Hardware Firewalls to Support National Instruments Products to properly configure the Windows Firewall.

Additional Information

As another troubleshooting step you can try using a different computer.
